That's a bit of a loaded question. And I don't know if there are too many people that can truly answer it (that would know both packages equally to make a clear and unbiased evaluation of both)

Most people are more comfortable with one or the other (personally, I have used XSI a long time ago, and I have forgotten most of it, so I'm a lot more comfortable with Maya. One of the guys at work used to work for XSI, so he thinks XSI is tops)

I really don't think it matters in the end. It all depends on what you can do as a rigger

I've used both application extensively in film/animation/games productions and I can honestly say neither one stands out above the other. They both have things they do well and things they struggle with.
They also have a slightly different philosophy when it comes to their rigging tools.
If I had a choice I would probably use XSI as in my opinion it has progressed much further over the last few years, as well as the potential application of ICE in rigging is very promising.

If you have any specific questions as away!

    thanks for answering my question
finally i too think it all depends on rigger not on the software.
but the tools of the software gives advantage in moving further isnt it true.
    new query

I would start learning scripting with Python. While MEL is still being used extensively, most studios are slowly trying to phase it out. Python is becoming a universal language for 3d/2d applications and it's the standard choice for pipeline work. It is also much much better than MEL!
