tongue rigging problem

Hi
i have a tongue rigging problem
when i rotate the globalcontrol the tongue spins
and when i scale the globalcontrol the tongue moves
i dont know how to fix it i tried every thing that i know :(

i use maya 2009

It seems like a parenting issue. could you re-upload the maya file. The link has expired.
